About Us
At Mumbai Police, safeguarding the city’s vital assets and ensuring the security of protected persons is a core priority. Under the leadership of the Additional Commissioner of Police (Protection & Security), a comprehensive and multi-layered security framework operates to protect dignitaries, critical infrastructure, and sensitive establishments across Mumbai.
This department functions in close coordination with the Joint Commissioner of Police (Intelligence), Greater Mumbai, ensuring robust intelligence-backed security arrangements, threat assessment, and rapid response mechanisms. The Protection & Security Wing supervises multiple specialized units to maintain law, order, and safety in one of India’s most sensitive metropolitan regions.
Organizational Structure
The Protection & Security Department operates through the following Deputy Commissioners of Police (DCPs), each handling a specialized domain:
- Deputy Commissioner of Police (Protection)
- Deputy Commissioner of Police (Security)
- Deputy Commissioner of Police (Mantralaya Security)
- Deputy Commissioner of Police (Quick Response Team - QRT)
DCP (Protection) – Security of Protected Persons
The Protection Wing ensures security for classified protected persons including political leaders, industrialists, witnesses in sensitive cases, and visiting national and international dignitaries.
Key Responsibilities
- Security for Very Important and high-risk individuals
- Protection during visits of Heads of State and foreign dignitaries
- Security arrangements for ministers and consulates
- Frisking and access control at event venues
Protection Units
- Protection Branch 01 – Security review and classification implementation
- Protection Branch 02 – Security for State Ministers and consulates
- Protection Branch 03 – Frisking and venue sanitization
- Protection Branch 04 – Security during VIP/VVIP visits
- Chief Minister Security (CMS) – External security arrangements for CM events
Specialized Support Units
- Bomb Detection and Disposal Squad (BDDS) – Anti-sabotage checks and bomb threat response
- Dog Squad – Detection of explosives and suspicious materials
- Special Protection Unit (SPU) – Security based on government-approved threat perception
DCP (Security) – Protection of Vital Installations
The Security Wing is responsible for safeguarding vital installations, foreign consulates, courts, and major public establishments through continuous monitoring and periodic security reviews.
Core Functions
- Security audits of A, B, and C classified establishments
- Monitoring of coastal landing points and sensitive zones
- Night patrolling under “Operation All Out”
- Security planning during VIP movements
Special Initiatives
- Consulate Security – Regular inspections of foreign consulates
- Decoy Operations – Surprise checks at malls, hotels, and crowded places
- “Jagrut Mumbaikar” – Public awareness on safety, cybercrime, and vigilance
Court & Institutional Security
- Security of High Court and City Civil & Sessions Courts
- Periodic reviews and coordination with judicial authorities
- Deployment for internal and external court security
Raj Bhavan Security
Dedicated personnel ensure round-the-clock security of the Governor’s residence and visiting dignitaries, maintaining strict vigilance across all entry points and internal premises.
DCP (Mantralaya Security) – Administrative Headquarters Protection
The Mantralaya Security Wing safeguards the administrative headquarters of Maharashtra, ensuring uninterrupted governance and protection against potential threats.
Key Responsibilities
- Security of Chief Minister, Ministers, and senior officials
- Deployment at all entry gates and floors
- Monitoring of public access areas and protest-prone zones
- Continuous surveillance of all Mantralaya buildings
DCP (Quick Response Team – QRT)
The Quick Response Team (QRT) is a highly trained unit established to respond swiftly to emergencies such as terrorist attacks and hostage situations.

- Rapid deployment across Mumbai’s regional divisions
- Highly trained commandos equipped for crisis situations
- Real-time intelligence gathering at incident sites
- Coordination with central and state security forces
Operational Role
